Abstract:
The
popular participation in
development efforts is
considered as a basic factor which leads to success of
development projects. The youth sector in all developing
countries is considered as a majority of the total population, and
their participation in development activities is supposed to be
proportional with their percentage, if a balanced social &
economic development is expected. Regrettablely, the
contribution of the youth sector in the development process is
far below the expectations. How-ever, this study was intended to
investigate the characteristics of the youth category, in Dilling
locality, and to what extend these characteristics affect their
participation in development process. Social survey and case
study techniques were the two main methods used by the
researcher, targeting the rural villages around Dilling locality as
research area. Based on the four main directions, the research
area was divided geographically into four sectors, from each of
them two villages were selected. The study relied on secondary

data, gathered from previous studies, reference books, reports
and internet, while primary data were collected through
observation, interviews and questionnaire. For analyzing the
collected data and testing the hypotheses, diverse statistical
measurements were used, namely, frequency tables,
percentages, charts, correlation tests and chi square tests.
The study results were concluded in the following:

There is a complete absence of government role in
directing programs that targeted the rural youth. The role
of the international NGOs programs for the youth is also
weak (9.2%).
•
The respondents reported that their participation in the
process of development program planning , in terms of
needs assessment, objectives determination identification
of inputs and means needed for realizing the stated
objectives and designing of action plans. The following
figures 45.5%, 36.5%, 33% and 32% showed the
percentages of participation in the above activities
successively.
•
The percentage of youth participation in the
implementation process were relatively higher (65.5)
compared to the other activities.
•
The participation of the respondents in monitoring and
evaluation processes is relatively low, 46.5% and 40.5%
successively.
•
There were significant variations, between two genders in
their participation in needs assessment, identification of
means needed for the objective realization, planning and
implementation of programs.
The study recommendations were concluded in the following:-
•
Designing and orientation programs targeting sociological,
economical & recreational fields of rural youth sectors.
•
Activating the role of state ministry of youths & sports in
youth related programs, and should not confined solely to
the sports.
•
Adopting the concept of Youth In Development (YID).

organizations (CBOs) by the importance of youth
involvement in local community development, and their
opinions and suggestion should be considered
