Abstract:
The concept of quality is concerned with measuring, testing and evaluation of performance for electronic systems, people and institutions and others in order to determine the strengths and weaknesses in order to improve performance and ensure continuity for the electronic systems, institutions and individuals, as well as to ensure the production and bring out the best systems. Many Quality Models appeared with certain criteria to measure the quality of products. This research proposes a quality model for evaluating e-government web sites and services in Sudan.
The model provided quality factors such as Accessibility, Navigation, Design, Content and Security in order to measure and test the quality of these sites.
The model was used to evaluate web sites using a proposed template for this purpose.
The result of the evaluation showed that some e-government websites design is a very good design because many factors of the proposed model were available; some e-government websites design is a poor design because many factors of the proposed model are un-available and some e-government websites design is an excellent design because many factors of the proposed model are available. The results also provided a basis for developing standardized quality factors for the design of websites and e-government systems in Sudan. The result concluded that the proposed model was succeeded in assessing the e-government websites in Sudan because it showed the mistakes in the design of the websites and proposed the correct way for resolving them.
