The Role of Peace in Development of Djibouti Society

Abstract

Although information, literature and statistic data on plan implementation of Djibouti are rare and meager, however a hard effort has been made by the researcher to collect readings as much as possible, analyze them and hence try to discuss and identify the causes and limitations that led to some failure of the implementation of the development plans to meet the objectives and targets. The main concern of this study is to deal with and evaluate how the peace play vital role prior to Djibouti independency and try to find out which problems that facing planning programs. Looking to the history of Djibouti development it is found that some deficiency in the implementation capacities were becoming a main limiting factors in achieving the hoping development. The lessons learnt from the past planning experience of Djibouti indicate that the implementation process has to be well planned for in the formulation state of every development plan, program or project. In addition, the role of the administrative, political, economical and financial as well as social, cultural and other environmental factors should be taken in consideration so as to try to overcome the implementation difficulties. Importance of the research the researcher focuses to know the obstacles which behind the failure of the plan implementation since independence. And how to encourage to put new plan in order to pass the obstacles which stopped the development of Djibouti
