Abstract: Requirements stability in software development life cycle is inevitable to change and unstable requirements is a big problem facing software companies -especially the small ones-because will affect the projects outcomes; for this reason all software companies should maintains of measurement of requirements stability. This research presents a theoretical background about software requirements, important of requirements phase in software development life cycle and requirements stability; also it describes popular techniques used to measure requirements stability. Then the research selected XmR chart as a fitting chart using in small enterprise to measure requirements stability and automated tool for this chart, and evaluation of selected chart and tool by academic presentation not by applicable in real small software enterprise.
