Abstract:
The study aimed to evaluate the impact of the training programs,
executed by the Area Development Scheme (ADS), on the managerial
capacities of the grass root beneficiary organizations.
The training was considered as the main independent variable in the
study. A sub-independent variable were initiated, which is represented in
the type of training, period of training, content of training and
participation of beneficiary in the training.
The main dependent variable is the managerial capacities, which is
divided into planning, organizational, supervision and coordination
capacities.
The study followed the descriptive approach, which is give a
theoretical background about the training, social organization and
management. Moreover, the performance of the beneficiary organizations
was evaluated to measure the impact of the training programs on their
managerial abilities. Thus, done through conduction of questionnaire
survey.
Specific indicators were used to measure the impact. It can be
summarized as follows: conduction of periodic meetings, division of
responsibilities, bookkeeping level, periodic reports, beneficiary
awareness (transparency), work plan and legalization of VDCs.
Statistical Package for Social Sciences (SPSS) was used to analyze
data collected. A tabulation process were resulted in a frequency tables
and percentage and qui squire tools, which is illustrate the relations
between variables and the impact of independent variable on the
dependent ones.
The study concluded that, the training period which is targeted the
committee members, is not enough, and the participation of the
committee members in the training is very week, at the same time the
training contents is reliable to the practical usage of the members.
The study find out, the meeting conduction, bookkeeping system,
report writing and minutes records are week. Moreover, the division of
roles and responsibilities and delegation of authority between the
committee members is week.
Based on the above mentioned facts, the study concluded that, the
impact of the training programs on the managerial capacities of the grass
root beneficiary organization is week.
More is needed from all parties to rectify this situation. The Ministry
of Social Affairs, the government counterpart and the body supervise the

work of these societies, is requested to afford continuous supervision,
inspection, monitoring, evaluation and follow-up to these organizations.
The NGOs and foreign agencies are requested to involve fully the
beneficiaries in all steps of training.
The grass root organization is highly requested to cater-for above
mentioned weaknesses.
