دور إتفاقية السلام الشامل والتطور السياسي : دراسة حالة في ولاية جنوب كردفان (2005-2010)

Abstract

تناول الباحث الخلفية التاريخية السياسية ، والتنوع الإجتماعي السكاني والثقافي والإقتصادي لولاية جنوب كردفان ذات البعد الإستراتيجي ، وفق منهج تاريخي وصفي يتعلق بتطبيق إتفاقية السلام الشامل(C.P.A) 2005م ببروتوكلاتها السته (بروتوكول مشاكوس، تقسيم الثروة، تقسيم السلطة، الترتيبات الأمنية ، حل النزاع في أبيي، حسم النزاع في ولايتي جنوب كردفان / جبال النوبة والنيل الأزرق) الموقعة بين حكومة السودان والحركة الشعبية لتحرير السودان ، والتطور والنتائج المرجوه في المجال السياسي والمجالات الأخرى ، حيث إتضح من خلال الدراسة عدم إلتزام طرفي الإتفاقية بتنفيذ بنودها والسعي الجاد لتحقيق أهدافها ، لخلق سلام مستدام يؤدي للإستقرار والتنمية ، لكن عدم جدية الطرفين أدى لعودة الحرب مرة أخرى في ولايتي جنوب كردفان والنيل الأزرق في 06/06/2011م . The research relates to studying the impact of the implementation of the Comprehensive Peace Agreement (CPA)-2005 on the political development in South Kordofan/Nuba Mountains and Blue Nile States by studying the six protocols of the agreement (Mashakos Protocol, Distribution of Wealth, Distribution of Power, Security Arrangements, Resolving of Conflicts in Abyei and the two States of South Kordofan and Blue Nile). As revealed by the study, the two signatory parties were not seriously committed to implement political and development projects/schemes that sustain and support the peaceful Co-existence and settlement in the area to remove the sense of marginalization, social injustice and deprivation of the People in these states to have equal shares in wealth and power and participation in the decision-making. This lack of seriousness and commitment led to the eruption of the fighting between the two parties once again in 2011.
