التخطيط التنموي ودوره في تحقيق السلام المستدام بشمال دارفور 2003-2014

Abstract

يهدف هذا البحث الي استقصاء اهمية التخيطيط التنموي الشامل لتحقيق السلام المستدام بالسودان بالتركيز علي اقليم دارفور .عليه فقد ركزت اهداف الدراسة علي: -التعرف علي الاثار التنموية الناتجة عن الخطط والسياسات الاستراتيجية المختلفة للدولة ودورها في تحقيق السلام المستدام . -دراسة تاثير الوضع التنموي الراهن علي السلام الاجتماعي بالسودان استخدم الدارس المنهج الوصفي التحليلي بمدخله المسحي لتحقيق اهداف الدراسة ، وقد استخدم الاستبانة لجمع البيانات وتحليلها باستخدام برنامجSPSS من مجتمع البحث المتمثل في مواطني ولاية شمال دارفور بمختلف محلياتها. كما هدفت الدراسة إلى إبراز العلاقة الارتباطية الوثيقة بين مفاهيم التنمية وبناءالسلام ، وهي المتغيرات التي تعول عليها الدراسة كاستراتيجيات لايمكن تجاوزه لتحقيق السلام. توصلت الدراسة الي نتائج منها، ان استراتيجيات وخطط التنمية المختلفة لم تحدث تنمية متوازانة ومستدامة في الولاية نتيجة لقلة الميزانيات التنموية وسؤ تشخيص المشكلة . خرجت الدراسة بتوصيات تقوم علي إيجاد منهج تنموي يقوم علي تشخيص مشكلة التنمية في الولاية وتطوير القطاع الزراعي وتحسين البني التحتية والتركيز علي جعل التنمية في الولاية محلية تعتمد علي الديمقراطية والمشاركة الشعبية ايضا أكدت الدراسة بأن التنمية المتوازنة تمثل سر استقرار الشعوب ، فإن التنمية المصحوبة بمنهجية درء النزاعات واستراتيجيات بناء السلام هي الكفيلة بوقف الصراعات وإرساء السلام بمنطقة الدراسة . The study aimed to uncover the importance of the Comprehensive Developmental planning to achieve sustainable peace in Sudan with concentrating on Darfur Region. So the objectives of the study highlighted on: - To uncover the developmental impacts resulting on the state different strategic policies and plans and their role in the achievement of the sustainable peace. - To study the current developmental situation on the societal peace in the Sudan. The researcher used the descriptive analytical with its surveying approach to achieve the study objectives, as well as the researcher used the questionnaire to collect the data and to analyze by using the Statics Package for Social Sciences(SPSS)from the study community which represented in the citizens of North Darfur with its various localities. The study also aimed to highlight the close correlation between the development concepts and the peace building, which are the variables that the study relies on as strategies that can't be overcame to achieve peace. The study reached to several results top of them that; the strategies and the different development plans didn't make a balanced sustainable development in the state as a result of lack in the developmental budgets as well as of the bad diagnosis of the problem. The researcher recommended to find a developmental method based on the diagnosis in the state, to develop the agricultural sector, to improve the infrastructure, to focus on that the development in the state to be domestic counts on the democracy and the people participation. The study also affirmed that the balanced development represents the secret of the peoples' stability, as the development accompanied by the methodology of warding off conflicts and the strategies of the peace building which are enough to stop conflicts and to restore peace in study area.
