Abstract: The standard “ISO 9001:2008” is a way for an organization to manage internal and external customer satisfaction and demonstrate continuous improvement. In this observational cross-sectional study, we used ISO framework as an example of a quality management system to identify the barriers that affect the implementation of a QMS in the research sample organization throughout analyzing different types of data which approaching research objective. From the literature review and earlier data analysis, a final conceptual framework was developed. There is a lack of empirical research on barriers affecting ISO standard implementation especially to the project-based QMS. Based on the research questions and objectives, a mixed methodology of both quantitative and qualitative approaches was employed to collect the relevant information associated with the current status of QMS practices. The most important barriers facing the organization are “Insufficient resources allocation, Lack of management and employee’s commitment and factors related to organization’s internal systems” The gap in implementing of QMS is affected largely by inherited deficiencies in planning and preparatory phase in which the strategic quality deployment process must ensure the quality improvement efforts are aligned with the corporate mission, vision, goals, and objectives. In this thesis we recommended that organization to revaluate the current QMS to establish appropriate degree of flexibility within the key and supporting processes and to have the right level of documentation of records, procedures and reports. Therefore, this research makes a contribution by adding to the limited literature. Another contribution of this research is that it has specifically filled the gap in knowledge for project-based QMS studies in general. Some recommendations for further research have been derived from this research.
