The traditional concept of quality of service (QoS) which focuses on network performance (e.g. packet loss, throughput, and transmission delay), recently has been grown towards the modern concept of quality of experience (QoE). This reflects all user practice including accessing and service provided. In order to maintain the required QoE, it’s necessary for the service provider to recognize and measure image degradation. This study provides different features in order to assess degraded image quality blindly depending on Weibull statistics. Also, it presents a comparison analysis to give the more performing one. The introduced features are originated from the gist of natural scenes (NS) using Weibull distribution of Log-derivatives. These measuring features were collected through both sharper and rich edging regions of the images. Besides, Weibull features were developed by maximum likelihood estimation (MLE) parameters to improve the quality assessment. LIVE database used to calibrate the proposed features achievement. Experiments prove Weibull statistics the best among popular full-reference peak signal-to-noise ratio (PSNR) and structural similarity (SSIM) methods. Also, they show Weibull features extracted by means of sharper regions are the best when assess the prediction monotonicity. While applying the prediction accuracy evaluation come up with a good performs when taking the improved Weibull features via sharper regions.

Computer Software Development (Galal-M-RP) for Concrete Pavement Analysis and Design

A computer expert system has been developed for structural design of rigid pavements entitled Galal-Muram Rigid Pavement (Galal-M-RP). The developed software program is a design package as well as educational and training tool. The user is assisted to select design inputs by a systematic rule-based expert. These rules are intended to determine AASHTO recommended values. These values are shown on the screen along with a brief explanation during the design process. Screens and various group boxes assist the user in selecting the design inputs. A sensitivity analysis option allows the user to confirm the required precision of the design inputs. The results obtained from this software were evaluated and compared to the manual design case study of Omdurman ring road, as well as with other design examples. They include examples by Huang; AASHO 1993 Guide and Kici, A. and Tigdemir, M. in 2017 applying user friendly software, in addition to lecture notes by Drakos in 2009 at University of Florida. Comparisons were found excellent with differences in pavement thickness ranging between 0.1 and 0.9 cm. Concrete pavement design software Galal-M-RP supersedes conventional design methods regarding errors and difficulties in addition to saving significant time.

مع تطورات تقنيات الإنترنت وتعدد خدماتها، زادت كمية البيانات المنقولة عبر الإنترنت، كما زادت الحاجة لتوفير مراكز لتخزين تلك البيانات ونقلها بسرعة كبيرة للمستخدم. وبالتالي من المهم إنشاء الشبكة وربطها بما يقلل التكلفة، وتأسيس مراكز البيانات في الشبكة في أمثل المواقع لتقليل تكلفة التحميل والتخزين. تهدف هذه الورقة إلى تحديد أفضل طريقة لربط مدن السودان الرئيسية بالألياف الضوئية ومقارنة الشبكة الناتجة مع الشبكة الضوئية الحالية ومن ثم اقتراح أفضل طريقة لتحسين الشبكة. تهدف الورقة كذلك إلى ايجاد أفضل مواقع لإنشاء مراكز البيانات في الشبكة. يكون ذلك اعتماداً على مجموعة من العوامل المؤثرة مثل البعد بين المدن، وسعة الألياف الضوئية المستخدمة وعددها، وكمية الطلب على البيانات من مدينة إلى أخرى. تم استخدام البرمجة الخطية بأسلوب البرمجة الخطية للأعداد الصحيحة المختلطة في صياغة نموذجين: الأول لتحديد أفضل طريقة للربط بين مدن السودان الرئيسية عن طريق الألياف الضوئية، والثاني لإيجاد أفضل المواقع لإنشاء مراكز البيانات. كذلك استخدمت تقنية تقسيم الطول الموجي المضاعف في إنشاء شبكة الألياف الضوئية. تم اختيار كبرى مدن السودان من حيث الكثافة السكانية في اختبار النماذج، واستخدم التعداد السكاني في تحديد طلب البيانات لكل مدينة. بعد تنفيذ النموذج الأول، تم الحصول على أفضل طريقة لربط مدن السودان في الشبكة، وهي مشابهة للشبكة الضوئية الحالية. وتم استخدام النموذج لاقتراح أفضل طريقة لتحسين الشبكة بزيادة الوصلات الضوئية بين المدن. وبعد تنفيذ نموذج تحديد أفضل مواقع لمراكز البيانات، تم تحديد أفضل المدن لإنشاء مراكز البيانات في السودان، وذلك عندما يكون عدد المراكز الكلي في الشبكة من مركز واحد إلى ستة مراكز. تعتمد الطريقة الأمثل لربط العقد في الشبكة على عدد العقد والمسافة بينها وعدد الروابط. بينما يعتمد اختيار المواقع الأمثل لمراكز البيانات على عددها في الشبكة وكمية البيانات المطلوب تحميلها من وإلى مراكز البيانات

A Type-2 Fuzzy Logic Based System for Malaria Epidemic Prediction in Ethiopia

Malaria is the most prevalent mosquito-borne disease throughout tropical and subtropical regions of the world with severe medical, economic, and social impact. Malaria is a serious public health problem in Ethiopia since 1959, even if, its morbidity and mortality have been reduced starting from 2001. Various studies were conducted to predict the malaria epidemic using mathematical and statistical approaches, nevertheless, they had no learning capabilities. In this paper, we present a Type-2 Fuzzy Logic Based System for Malaria epidemic prediction in Ethiopia which was trained using real data collected throughout Ethiopia from 2013 to 2017. Fuzzy Logic Based Systems provide a transparent model which employs IF-Then rules for the prediction that could be easily analyzed and interpreted by decision-makers. This is quite important to fight the sources of Malaria and take the needed preventive measures where the generated rules from our system were able to explain the situations and intensity of input factors which contributed to Malaria epidemic incidence up to three months ahead. The presented Type-2 Fuzzy Logic System (T2FLS) learns its rules and fuzzy set parameters from data and was able to outperform its counterparts T1FLS in 2% and ANFIS in 0.33% in the accuracy of prediction of Malaria epidemic in Ethiopia. In addition, the proposed system did shed light on the main causes behind such outbreaks in Ethiopia because of its high level of interpretability
